Citrus going semi dormant?

I recall Meyer Mike mentioning once on this forum that he heard about someone stuffing there citrus in the closet for months at a time while he/she would just water it. Once the citrus tree was taken outside for the spring it would leaf like crazy. My question is this plausible? we know Citrus don't go dormant and don't need too because they thrive in warm climates where frost doesn't/rarely occurs and also due to the long sunlight hours so they never need to go OFF like deciduous trees in the north.
