soil ph

I purchased a soil ph meter. I came with a big list of recommended PH level for so many trees some I know and some I never heard about. The amazing thing is Citrus is not mentioned. Also they have a recommendation to amend the soil to raise its PH not even a word on how to reduce the PH. My soil Ph is 7.5 and I don't know if that is good for Citrus.
A friend told me the tap water is very alkaline I tested it it is very green. He adds one table spoon of distilled vingar to every gallon of water he uses to water his Citrus. I t sound unfamiliar to me. Can that work?
