Why are there no fruit on orange and grapefruit trees?

My father is a snowbird in Mesa, Arizona. He has a park model in a senior RV park. He has a large lot with 5 citrus trees and 9 palm trees. There is a drip irrigation system that worked all year while he was not in Arizona. Anyway, he arrived in Mesa last Saturday only to discover that there are NO fruit on his navel orange tree, none on his valencia tree and none on his ruby red grapefruit tree. His 2 lemon trees are loaded with fruit.

The trees were not pruned since they last had fruit last spring.

Was there a storm of some kind while the blooms were fresh and knocked them off the trees? I guess that would mean the lemon trees had not yet bloomed.

This is my first time posting.

I would appreciate any ideas about these trees.
