Code Red I think I have Scale!!!!

Hey guys I believe I have scale when I examined my Citrus today (Bearss) I noticed these tiny crawlers hanging out on the new foliage they had a slight tint of red I believe I don't think they were spider mites. I noticed sap on the foliage and these weird shells on the foliage on top under the leafs and on parts of the branches. I've posted pictures so you may see. How can I get rid of this.
