Yellow / curly leaves on orange trees beside a (relatively) healt

Hi!

I have three orange trees in a row. The two bigger ones have yellow leaves, no new growth, although they are budding (even now). The smallest one, however, has healthy green leaves, ironically it suffered from leaf miner earlier this year, and was almost leafless, while the other two were better (but yellow leaves). But the smallest seems to have recovered.
The yellow leaves has always been like that since this summer when we bought our place. They got better after that, but then declined again.
Anyway...what should I do about the two yellow trees to save them? Is it root rot? I'm in CA and haven't really watered this winter.
