Huldine looks dead at the bottom

Hi,
My Huldine has been in the ground about 2 years. It had beautiful flowers. I just went out to prune it according to Jeanne's recommendations - 12" above ground where first buds should be.

The lower 4 feet looks dead, no bud growth at all. There is tons of green growth 5 feet up and and one or two bits of new growth lower down, but most of the stems look very dead under 4 feet!

The lower 5 feet does not get much sun I will admit.

Will pruning to 12" force the buds below to pop?

If you have lots of green growth at the top then the bottom isn't dead:) Most if not all Clematis will put out new green growth at the top first.. Huldine is a hard prune. Pruning will force new growth.
