Cleaning out old clematis vines

I am a new clematis grower, relatiely speaking. I have two that grow huge outside my kitchen window, Jackmani and The President, I think. This year, there is a mass of dead looking vines with dead leaves hanging off. New vigorous shoots are growing atop and through this mess. I am afraid to cut out the dead stuff for fear it will sprout, though it really looks gone. Are these thick new shoots on top likely coming from the ground shoots or from the vines on top?

What should I do now--and in the future? Any suggestions would be welcomed.
