Pruning Type 3

Hello everybody,

I have a 3 year old clematis (2 Jackmanii) that I am trying to train sideways over the two black fences(??) - please see photograph. They have about 3 - 4 stems each and reached about halfway between the two black fences last year. My question is - should I prune them all the way to the ground or should I prune them where they touch the black fence at the top to increase the spread of leaves (and hopefuilly flowers?)

All advice is appreciated.

Prune down to the second set of buds from the base - this can be anywhere from 12-18" or so from the ground.
