Choked-Out Clematis

My sister purchased a house that the flowerbeds have been overtaken by grass and weeds. We know the house and previous owners who made the original flower beds. These plants were once beautiful, thriving clematis plants planted around 11 years ago. My sister told me that I could have these plants. Since I am guessing that the grass and chickweed have choked and are choking the clematis plants, if the weeds and grass were removed, would these plants ever establish back to their once big size?
