Is "The President" Dead???

I bought this clematis last spring. It seemed to do fine last summer. Grew to about 5-6 ft, nice, beautiful flowers. There were 3 vines in the pot, but one died shortly after planting.

My question is when should I begin to see signs of sprouting, growth for the year? I suspect it is dead, but I am not sure if it is a slow starter or not. My other perennials have showed the beginnings of sprouting, but not this plant. I paid a lot for this one plant and would like to return it if it is dead, but don't want to prematurely declare it dead. This is the first clematis I have ever had.
