how to get clematis and rose to bloom at the same time?

I have a Guernsey Cream Clematis growing up through a Dortmunde (red) rose and the Guernsey Cream always blooms a month before the rose. This year I tried cutting the clematis back in spring and all I got was a short clematis covered in blooms! Should I disbud instead? is there any way to get this to work or do I need a different clematis there? I am in Central Ohio, the rose usually blooms around the end of May. They are both on an arbor in full sun.
