What to feed in crummy soil

I have soil that is composed of mostly sand with a little clay. Very little organic matter, and very few earthworms (so I'm assuming it's pretty infertile.) I'm adding compost as quickly as I can make it, and even bought some chicks for the sheer purpose of having chicken poo (and eggs, but the poo was the primary consideration!) Of course, it will be a while before the poo is usable, but better late than never.

I have 2 clematis-jackmanii and nelly moser, I believe-that are in a great spot, cool feet, plenty of sun, yet they have never bloomed. Their vines are very short...less than 2 feet.

They are watered well, and regularly (three hours on a 1 GPH dripper once a week) plus any rain that falls.

I'm assuming that it's just a lack of nutrients in the soil-in the same bed, I have some shasta daisies with stems that are a whopping 1.5 inches tall!

Any suggestions would be welcome-I'd like to see the 'girls' grow a little this year!
