It is possibly Will Goodwin. Given that you have it against the house and likely under your roof line, you'll have to keep it watered since the rain probably doesn't get to it. It is officially a type 2, meaning it blooms on the previous year's wood, so trim out any dead after the winter is over.

My WG is often cut to the ground in the spring, though, and just blooms later with slightly smaller flowers. A rose fertilizer and/or compost is also nice but not necessary.

I think Cezanne is a good guess. Mine is short like that. It's never gotten more than 3 feet tall.
