Clematis Not Blooming & Browning Bottom Up

Hi there

I tried looking this up but mine is a specific issue so I didn't run across this question. My clematis (sorry I am unsure of the variety) is browning from the root up and not flowering. It started out strong about 2 months ago and it grew pretty high but now it is doing this browning thing. No flowers so far this year.

The lower leaves are dry, near brittle. The weather here has been cold, hot then cool so I am not sure if it weather related. I got this plant last year and it had one lonely flower on it when I bought it and it didn't bloom again. It basically did the same browning thing but I think I bought it more into summer so it seems to be browning earlier than it did last year.

I am not too sure what's going on here. I don't fertilize it with a special blend, just vermicompost. I did see something about a 5-10-10 blend but is it too late to try that out? What am I doing wrong and how can I fix it? Oh and it is in an area where it gets morning and a little noon sun (east facing). I hope I provided enough information! :)
