Clematis and English Ivy - help

The border of my backyard has english ivy coming in from the neighbors. ALL along the back and one side. I have been fighting it back against the old ugly wire fence. I want to plant clematis to cover the ugly wire fence but what do I do about the ivy?

Can I use Round Up on the ivy leaves every year being careful not to spray the clematis? It sounds risky to me but I don't know what to do.

My husband thinks that if we put up a solid wood fence it would still get through underneath. My neighbors in the back and the side that is invested with ivy both have their houses up for sale so I am hoping the new owners will get rid of it.
