not doing well in a pot

I took a part of a Clematis (Jackmanii) which had layered itself and potted it up some months back.

I assumed that this favourable treatment would suit it well so that it would grow well until I could find it a proper place.

But it is not making growth and the stem has got pretty woody.I would say it.ie the stem) is about 15 inches long and just trailing along the table top.

It is sitting at a West facing window in an unheated room.

I dont see any signs of damage from insects etc so what could be wrong and can I get it to grow normally now?

(the soil as I recall is peaty compost and the pot is about 9 inches in diametre at the top)
