clematis now has soggy sticks

in the pic iv shows two woody stems, one is about 4inch and the other 1inch. Its a 4 year president (at least that was the label but last years blooms were pale lilac). Every early spring i hard prune it and repot. Every year iv thanks me with home quick growth. This year iv also started to grow fresh green stems, then after 1 foot, it went black with wilt so i cut it down again and regrew. This time the new growth went dead after couple inches and has since just fell off the woody stems. I checked its roots and there were few dark brown roots that came off into my hands as soon as i touched them. So what i did was carefully trimmed off the dead roots and repotted into a deep container. Its been 4 weeks and no growth has come out. Is it dead? I made sure the soil was not wet at all so i dont undertand why some roots felt squishy. How much longer should i give it? I thought i may have overfertilised the first time i repotted so last time i mixed in more fresh soil.
