New Foliage Must Taste GREAT!

I have a few Clem's where the new foliage continues to be eaten away before it has a chance to mature. I haven't noticed any bugs on them, but I'm guessing that the culprits are coming out at night and I simply haven't found them yet. Any recommendations? Thanks!

To control you need to know who the culprits are. Go out at night with a flashlight.

It might be slugs. They tend to come out in later evening and night time and like the tender growth. I just bought a product called Sluggo which is supposed to be pet friendly. I'm going to put some down today.
