Bugs!!

Relatively new to this gardening game, a clematis which flowers May- June has lots of black eggs on most of it's flower stems, just below the flower. Ants are loving the eggs. If you stand near the Clematis you almost get the feeling that the plant is moving but on closer inspection it's the ants you can see!!. I've put ant powder around the base of the plant but need to know which bug it is that's laying eggs so the ants aren't attracted to them. I first noticed this last year & it's just started again. Please help!!
