Extremely woody Clematis in need of intensive care

I only recently discovered that a clematis came with the house I bought a few years ago. I have zero gardening experience and this plant has been neglected for years. About half of it has green growth and the rest just looks woody. I have never seen any flowers on it either. Is it even a clematis? No idea and it sounds like I won't know until it blooms. After reading several entries on this forum I've started thinking that I need to prune it way back and give it a chance next year. It's not dead...yet, but it seems these guys come back from the dead pretty well. Is it too late in the year to do this? I'm also planning on trying the rose fertilizer and some alfalfa tea next year. I'm pretty sure it gets a good amount of sun during the day. After seeing how beautiful these plants can be, I'd really like to make the most of it.
