Use chopped leaves as mulch?

Just finished planting all my sale clems about a week ago...late for my NE Iowa zone 4. Can't find any of our favorite pine bark mulch for sale anywhere at this late date. Are chopped leaves OK for mulch? Or we can get compost from the city for free.

While hunting for mulch this morning, I noticed a local nursery had 3 lonely clematis left...2 huge plants in 2 gal pots w/lost tags & a viticella Alba Luxurians in a qt pot. All were still green, well-cared for, marked half-price so I just had to ask if they would give me a end-of-season deal if I took all 3. Got the 2 lg for $5 each & the qt for $2.50. Going to try sinking the pots in the ground for the winter w/lots of mulch. Have never planted anything in pots, always put my plants in the ground, sure hope this works. Know it's really quite late (we are cold) but couldn't resist. Any advice from growers in my zone is welcome.
