I think you should bring it in to a warmer, brighter place and water and fertilize it. I live in Ohio (zone 5). I keep my clivias dry and cool (between 40 and 50 F) for three months in the fall (if I can), then bring them out of dormancy in January with warm days, bright light, moderate water and fertilizer. One has already bloomed. Most of the mature ones bloom in March. Some bloom as late as June for me. If your plant is mature (at least 12 leaves) and healthy, it should bloom.
