community garden start up

So, tomorrow I'm having a meeting of the first folks who have expressed interest in converting a nearby weed-and-gravel-filled plot into something more appealing.
I am at a total loss as to how to estimate the possible costs, both financially and labor-wise, of such an endeavor. The plot size is big enough for a family house and average-sized yard. Any ideas for how to figure that out.
Also, what materials have folks successfully had donated?
And finally, I'm worried about water access - any ingenious solutions you all came up with would be appreciated.
