Insurance for Community Gardens

Hi. I'm starting a community garden and curious if anyone would be willing to share their experience with insurance requirements? At first, my municipality thought they would be able to cover us with an umbrella policy, but now they are informed by their insurance company that it is not possible. Any thoughts or resources would be appreciated. thanks!

We tied in with a church and were able to fall under their policy.

Our community garden has purchased their own liability policy. We are quite a large operation with 312 (25' by 50')garden plots. We went through a local insurance agency who and got a million dollar liability policy. This cost us around $160.00 a year and is paid for with plot rental fee's.
