Plant markers for memorial garden

Our garden club has maintained a small memorial garden adjacent to our town hall. So far, we haven't been able to come up with an effective and attractive way to label the plants. We need something that looks permanent, is weatherproof, and can't be carried off. We would print the name of the plant and the person memorialized and sometimes the name of the donor. Any success stories for labelling in a public garden like this?

I would suggest:
Paw Paw/Everlast Label Company
They sell many different types of garden labels. I use these in conjunction with a P-touch labelmaker by Brother. You can purchase what they call "Industrial Series, Extra Strenght Adhesive Tape" to go into the labler. I use this combination here in Texas and they withstand the heat, humidity and snow.
