preparing the soil

I am looking at all needed to start a community garden. My question is soil preparation. We have grass down right now but I know that beneath it will be a lot of clay. Do community gardens dig up and throw out the soil and then add new or just try and ammend to make it workable?

Our gardens began as hard clay - along with the foundation of an old house. The ground has been worked for many years, every year getting a little better. The land is split up into many gardens, with some being worked more than others. Some of the gardeners have nice rich friable soil while others still have mostly very hard clay. The community garden as an organization does not amend the soil for the gardeners, nor do they bring in new soil to replace the clay. They do sometimes provide mulch and compost for us to use in our individual gardens, and they provide information about how to improve your soil. The individual gardeners do whatever they can afford to do to improve the soil in their gardens. Hope this helps.

Thank you so much for the info. This bit of info takes a huge weight off my back since it is probably the most labour intensive area. Great pictures from the garden too.
