Idea for unwanted plants

Forgive any cross-postings as I didn't really know which forum to hit with this question . . . In light of the recent storms in my part of the country and the sewer contractors that are digging up people's beds in my neighborhood, I had an idea. Maybe it's not new, but I'd like to know. I am considering starting a database of unwanted plants that people could give away to those who could not afford them or who, in the case of disaster, have to start from scratch. I'm sure I'm not the only one who has thrown away lots of Iris and Daylilies and the like just because my gardening friends already had far too many of these types of fast-multiplying plants.
Have you ever heard of a clearinghouse for unwanted plants in your area? Or would you participate in some such thing?

Hi Alyson:
Our Woman's Farm and Garden Association is currently constructing an 8 acre Hospital Memorial Garden(s). We would love to have plants to start in a regular flower bed now that could later be moved to different planned areas of our Memorial gardens.
