possible w/no water source?

My employer has about 2 acres of grass surrounding our office in a very sunny spot. I would love to turn this into a community garden. There are several non profits in the area who would be interested in additional gardening space to grow food crops.

While the owner isn't thrilled with the concept, he isn't against it either. But he is adamant that either no irrigation be used, or that he is compensated for the increase in irrigation costs. We don't water the lawn now, so there are no irrigation costs presently. And yes, sometimes the lawn dies, but since it's mostly "weeds," they are quite hardy. And as long as they are mowed regularly (which they are) it looks passable.
