Who has a successful SMALL Community Garden?

I live in a town of 2,000 in far N. CA., in an area that is economically depressed, and the house lots are tiny. There are no CGs here, and the Growers Market typically has fewer than 6 vendors.

There is a vacant lot across the street from me that is probably 100 x 100, something like that. The owner is willing to talk about the idea of a CG, but has already mentioned 'liability insurance' as one of his concerns.

Realistically, we probably will not be able to assemble more than 6 dedicated gardeners for the initial year, and it's likely that most of them will be gardening out of financial need, as much as hobby.

Is getting each person to sign a 'hold harmless' waiver enough of a substitution for an insurance policy? Does anyone know of a good resource for a cheap basic policy? We are starting from scratch: $500 a year will probably derail the project before it even gets started.

I am in a small community garden that gets its insurance from a larger state organization. We each pay $35 / year, and get truckloads of mulch and compost and other materials as well. See if your state has some kind of umbrella organization for community gardens.

Here in the New York area, there is an umbrella group called Green Thumb that administers community gardens located on city-owned properties.

I am a member of such a garden. The Parks & Recreation Department owns the property and we are covered under their insurance.
