ahhh bugs! please help

there have been small knat-like bugs flying around my apartment & now i have discovered that the top of the soil where my narcissus bulbs are just starting to shoot is totally full of whitish specks..some are hopping and flying (black with wings) but there are droves of tiny whitish creepy crawlies. i'm afraid they are in both pots with bulbs & i don't even know if my other houseplants, which are across the room have been affected/infested yet! please- what do i do?
is soapy dishwaster spray going to do anything?

please help, thank you.
