info-starting community gardens

Hi! im from Gisborne, NewZealand,
im looking to start a community organic gardens,. i have the land and the men and women power but am not to sure how to actually start eg. the land is about half the size of a football field with knee high grass.
im wanting to do in patches so do i rotary hoe? or what.
if anyone has some advice, ideas, or existing plans would be very much apprieciated.

Daize, I am embarassed, you will think I'm giving you the runaround. I'm the one who recommended that you ask your question here. And this is the right place for organizing your garden and gardeners. But as far as soil improvement, you probably also want to check the soil forum. Start with their FAQ on Interbay Mulch. Sorry!!!! (Actually, these guys probably know tons about soil, also.)
