It's a geographical population, so botanical classification applies - it is not a cultivar, which is a single clone reproduced vegetatively.

Whether it is distinct from Picea glauca var. glauca is another matter; that needs genetic and morphological analysis. Given its isolation from other Picea glauca, it would certainly make good sense to treat it as a separate variety pending further analysis.
