Dying conifers

We live in Columbia County near Mass./Ct. This spring, many conifers, spruce, cedar, ground evergreens are dying from the bottom up, especially on northwest sides. I have noticed this in many places, not just our yard with our 2 older, previously healthy trees as well as our mugo pines. Is this a blight/disease or a bug that is invading upstate NY.
