It's an upright, always. It should be staked if necessary in early years just the same as Picea glauca 'Pendula' may need.

I know Rich's 'Weeping Larry' is against the north side of that building, and it is crowded with some other tall conifers not shown to the west and to the east is an enormous weeping willow. I'd attribute that as the reason his specimen has lost its branches at the bottom.

Looks like Gee's probably was deer ravaged. Certainly a guess but probably a good one.
