remove stump/root ball of Italian Cypress?

I have a question about Italian Cypress and am not sure where to post, so I'll cross-post in trees.

I have 4 Italian Cypress about 20' tall that need to be removed. Sadly, they have not recovered from spider mite damage.

They are about 1-2 feet from the foundation of my home. Should I have the stump/root ball removed too? Can the rotting roots/wood create any problems if I leave them?

The answer raises another question....if you plan on planting something else in their place you'll have to remove them. Maybe not every speck, but the lions share. Then add some top soil to repair your grade and make sure rain water sheds away from the foundation.
