cutting back cedar

i have a cedar bush that is way over grown. i bought my home 3 years ago and never bothered to trim it, i think i ruined it... it is way too big for it's spot now and is growing out onto the walkway to the front door. i was wanting to cut it way back or just cut it down to the ground come spring... if i do that it will die right? or will it regrow from the roots. i just read that i can't cut it back as much as i need to in order to clear the pathway........ just wondering how this works, first home and never had to worry about this stuff before. if i do have to cut it back and it won't regrow i would plant flowers there instead.
