flexilis? monticola? something else?

Gave up trying to pay the water company to help me grow conifers in Denver area, and have moved to the Pacific Northwest, where I can borrow instead of own. This photo is at my bus-stop. What is this? Pinus monticola? Pinus flexilis? 5 needles per, and needles are 5-7 inches. Tree has a notable horizontal, and even weepy habit, but it should be said that it is near top of a hill with bay/harbor waters on two/three sides, so might not like windier days? Cones are 7 to 10 inches, and often skinny. The irrigation tube at the bottom of the photo baffles me too, as this is a coastal shot almost to Canadian border, and the tree is plenty old...what are they watering?
