Looks like just resin to me. Maybe dripped off a cone higher up the tree? Too irregular to be any sort of wax-coated insect.

Isn't there some kind of spit bug that leaves stuff like that? I have memories from childhood being fascinated by the bug....Does it look like little tiny bubbles of spit?

Found it! They prefer grass but will eat any plant. I grew up in Boulder and remember seeing them (and playing with them) there (not sure if it's exactly the kind I found the link to, though).

Is this a recent picture? Spittlebugs would not be out in freezing weather. Also, the ones I see in warm weather (well, their "spit" that I see) are usually way down within the plant, near the stem or at the leaf node, not on the outer surfaces. The white mass would be bubbly foam and would have no resistance if you touched it. Inside, there would be a small soft insect nymph, probably brown if it were a pine spittlebug. Does any of that match what you have? I've had green ones show up this winter on parsley plants I brought in from the garden to grow as kitchen windowsill plants.

I don't know what it is, but I doubt it is a spit bug. Resin's resin suggestion sounds likely.

Hmm, no cones on this tree or any nearby tree that could have dripped this.
I'm within spitting distance of Boulder, although dissection of the white mass revealed nothing inside. It's hard, dry, and sort of crusty. In comparison, some resin on a branch of this tree was clear/amber, sticky, and more fluid like.
Yep, this picture is from just a few days ago.
Will watch and see if anything changes this spring.

Scrape some off and try heating it - see if it melts and smells of resin or not

If it were beer, I hope it is some low-quality piss beer that was wasted. Definitely nothing delicious from the amazing Great Lakes Brewery here in Cleveland.

Not to threadjack, and I concur that those suckers wouldn't be out in the middle of winter, but has anybody had any experience with these spitter bugs on pines? I've noticed something similar to what sluice posted on Pinus strobus in summers past.
