You could try cuttings, read up on rooting conifers specifically to see if you want to bother with it.

Seeing a photo DID help. This IS a concrete piece from Al's Garden Art located in California. Their concrete is usually partially hollowed so it does seem light for concrete. Al's sells all across the country, so your friend should be able to look it up on line & find a dealer. If their local dealer doesn't carry this particular piece, it CAN be special ordered - just no way to tell how long it will take to get it. Al's will add it to a truck going into the vicinity (to save on shipping) so it just depends on if any store has an order coming.
