is my weeping blue atlas cedar gonna make it?

just was getting excited about my weeping blue atlas cedar finally making a total arch across the entrance to my courtyard when this winter just might have sucked the life out of it. im in zone 6a so i thought i would be safe. however needles are all brown except those under snow line. branches still are pliable and when you scratch em they are green. buds are not swollen and maybe have a little green to them. not sure when to expect to see a little more life out of the buds. im still hopeful and wonder if anyone has any information. thanks!
