Glauca Pendula Relocation

I have a question for the conifer gurus. I live in 6B and have a Glauca Pendula (weeping blue atlas cedar) planted in one of the beds in my front yard. The front door of my house faces South and the conifer is on the SE corner of a bed of foundation plantings.

The tree gets nearly full sun and has grown a bit since it was planted in the fall of 2009. It has some minor yellowing on much of the old growth. Overall it seems to be surviving but not thriving. It has clearly settled and is now planted too low.

I would like to move it to a bed in the back yard on the north side of my house and properly plant it. My main question is: can I move it now or should I wait until the fall?
