Karl Fuchs growth & trailing leader

It would be very helpful if someone could describe how to manage the 'trailing' leader of Cedrus deodara?
I bought a 4' tall tightly staked C. deodara 'Karl Fuchs' this spring. I've now loosely staked and the 1 yr old growth now arches over.
Does the current season growth straighten up as it hardens off in Fall so the terminal bud is starting at the highest point?
OR
Does C. deodara develop a new leader every year at the point where the previous year's growth starts to arch over?
Do I need to train the 1yr old growth into a vertical position before the current season's growth gets going? Will I always have to do this?
In contrast, my C. libani var. stenocoma is going to make an excellent telephone pole.
