What's wrong with my crippsii cypress?

I planted this crippsii cypress this passed October along with a picea pungens 'Fat Albert' and a second crippsii cypress. The other 2 trees are doing really well. The side of this tree that gets direct sunlight looks terrible:

The opposite side doesn't look great, but it's noticeable better:

The soil was a little dry, so I've increased the watering frequency to every other day. It hasn't done much to improve the condition of the tree. If anything, it's gotten a little worse. I had my soil tested recently and it's fine. There are a variety of trees and shrubs planted in the vicinity of this tree and all are doing well.

Any ideas?
