Winter Conifer Damage -- Need Advise

I planted my conifer about 11 years ago. It is located about 8 feet from the street. So the first 3 years I always did a burlap protective wrap to protect it from the salt truck spray during winter. I'm not certain if I just got lazy or felt that the tree was healthy enough to withstand winters, but I stopped doing it. All was fine and the tree remained healthy throughout all of our northern Illinois winters until this year. The weather was brutal and the combo of the salt spray from the snow plows and the constant covering of the snow really damaged many of the branches on the side facing the street. The tree is now showing lots new growth and the back side facing the house looks really good. Should I cut away all the branches that look completely dead? What other advice do you have in order to help the tree restore? I've mulched, fertilized and watered frequently.
