the rosy color and twisted nature of the buds tells me it wants to be a Picea engelmanii.

I already checked for Picea engelmannii.
The bud of this broom are a dull light brown, while the bud scales of Picea engelmannii are a shiney dark brown, smooth and less pointed...

Looks like it might be a Chinese species like Picea asperata...

Picea asperata was what I had in mind myself, actually I planted it with all the others cultivars of this species already...
But honestly said it's bud break is differend, maybe this is the cause of it being a witches broom of this species...

I'd not attach too much importance to budding-out date; White Spruce has a huge distribution range (Alaska to South Dakota and Newfoundland), so budding-out can be expected to vary.

According to Resin, it's not a big importance for cultivar, by exemple Picea abies "Mikulasovice" start long time after other Picea abies cv, here in my garden he start only now.
About your plant, Picea obovata come to my mind but it's just a idea because what other ? schrenkiana ??
I look on place next visit.

It flushes out in a differend way in comparison with all the Picea glauca cultivars I've.

Clément, during your last visit I gave you a scion of this one.
We mentioned then that it could be possibly a broom of Picea asperata...
