help, blue atlas cedear being attacked

Hello,

I have a blue atlas cedar, and noticed alot of needles turning brown and falling off. I was unsure of what was going on, upon closer examination I see that there are big groups of very small bugs/insects on the tree. they are in various clumps spread throughout the branches. I am not sure what they are but I got out my hose and squirted them all off. They seemed to be very soft and came off easily but it was odd that they were all grouped together in clumps piled on top of each other. I saw maybe 8-10 clumps of these insect/bugs throughout the tree.

Can anyone help identify this creature? and secondly andmost importantly if I got them all off is there anything else I can do to prevent them from coming back?
