weeping larch help please!!!!

We planted two weeping Larches last spring (I think it was spring and I think they are larches) Both are within 6-8 feet of each other they get the same amount of sun/shade mix same amount of water. One is thriving, full and beautiful. The other is turning brown and is about 1/4 as full as the other one. My husband thinks it may be because it is a little closer to our old weeping tiles. I was going to let the hose water it for 24 hours a day for a few days straight but not sure if that will make a difference. There are a few other plants in the same immediate are that are doing fine. Can someone please tell me what to look for or what I can do. Oh and I did notice that one branch is almost completely dead, should I cut it off or leave it.
