Pinus Contorta Taylor's Sunburst Not Growing

I've had this tree 3 or 4 years, last year it put on 6 inches of new growth, but this year.. I'm worried.
IT is now June and new candles have not emerged. This is way late, every other tree has. It has the "naked" candles but no needles are coming out. I'm not sure why. The needles are also a little drab, not the rich golden green they have been in the past.
It is not a cheap tree, I am worried it may have a disease or something. We also had weird weather this year, with it getting down below freezing in mid-May, along with a little mini drought the first two weeks in may (preceeded by a historical record april rainfall).
Any ideas?
