Looks like Pinus cembra. There are a few cultivars that have a bluish tone to the needles. Yours looks sheared so it's hard to tell which cultivar it is based on form.

It looks like a candle pruned Pinus koraiensis 'Silveray' or another candle pruned cultivar of this species like 'Avocadro'...

I too initially thought cembra. Apparently Clement says pumila and Edwin says koraiensis. I see pumila however as I look at your 17:17 post now.

i am not ID expert.. all i can tell you is that it reminds me of my Pinus cembra blue mound

and if mine was not properly tagged/labeled at sale.. so be it ... though back when i posted pix.. no one told me otherwise ....

The cone says cembra.
Probably 'Blue Mound' or simply 'Glauca'.
Nice shape to it!

I'm thinking P. cembra too, but wait for the cone to mature, then it'll be a lot easier to identify.
