Probably a combination of Cercosporidium foliar blight and Seiridium canker. Both are common on Mediterranean cypress in Florida. In order to grow them well here, you need to make sure they are in full sun and receive no supplemental irrigation - especially no overhead sprinklers that wet the foliage. Even then it is unlikely to keep them healthy for long. Large, healthy mature ones are few and far between.
